¿Podría tocando código poner el submenu (secundario) en todas las páginas de la web, no sólo en la del blog?

Sí. Tienes que modificar el siguiente fichero de PHP a tu gusto:
/includes/heading-tagline.php
PD: No te lo recomiendo a no ser que tengas conocimientos de PHP.
